Annual Federal Tax Refresher Courses Under Audit by IRS Tax Preparer Office
Washington D.C. – The Internal Revenue Service indicated that it will be auditing all Annual Federal Tax Refresher (or AFTR) courses that are being provided as a required element of its new Annual Filing Season Program (AFSP) for all non-exempt tax professionals seeking to participate in the program. An AFTR course must include six hours of continuing education content of topics as published each year by the IRS’s Return Preparer Office. These AFTR courses can be offered only by IRS-approved continuing education providers, but a number of these approved providers have apparently failed to comply with the IRS guidelines including failing to offer a timed 3 hour comprehension test and even failing to follow the IRS’s AFTR Course Topic Outline. It would appear that some providers have merely re-packaged their old RTRP courses as AFTR courses without any re-design effort and others are sending correspondence courses with non-compliant exams. Consequently, the audits will focus on reviewing the course content and exam delivery systems for all AFTR courses. Tax professionals that are looking to participate in the IRS’s new Annual Filing Season Program, will want to make sure the provider they use complies with the IRS requirements for these new courses.
